THE CONTEXT

Market surveillance requires data that is structured, not self-declared.

EU ESPR's Digital Product Passport framework is designed to give market surveillance authorities reliable, structured access to product compliance data — data that can be verified independently, not simply taken on the brand's word.

For this to work in practice, passports need to be machine-readable, consistently structured, and publicly accessible without requiring contact with the brand. The GS1 Digital Link standard provides the technical framework for this. Passr generates passports that implement this standard — meaning any passport generated by Passr can be accessed by scanning a standard QR code and is structured in a consistent, verifiable format.

GS1 Digital Link compliance

Every passport is generated at a GS1 Digital Link-compliant URL — structured as verify.passr.eu/01/[GTIN]. The format is consistent and machine-readable across all passports in the system.

Verifiable by any system that implements the GS1 Digital Link standard.

Public accessibility

Passports are publicly accessible without authentication. Market surveillance authorities can access any passport by scanning the product QR code or resolving the GS1 Digital Link URL directly.

No brand contact required to verify compliance data.

Structured data fields

Passport data is structured to the field requirements specified in ESPR implementing regulations — material composition, substance declarations, certifications, and origin data are presented in consistent, defined fields.

Data is comparable across products and brands.

Verifiable source chain

Every data point in a Passr passport is attributed to a source — the supplier who submitted a certificate, the brand that confirmed a declaration. The data chain is retained and available for audit.

Self-declaration is replaced by a verifiable submission record.
